I did my own version of this mod after checking the FSM on the relays. It's also probably one of the easiest ways to do the mod and the result is full control of your fogs without worrying about leaving them on when you shut off the car.
Here's how to do it:
Step 1: Snip the purple wire going to the fog light relay. I think everyone can agree that this is pretty much mandatory.
Step 2: Cut an 8" or so length of 18 gauge copper stranded wire. This can be found anywhere wire is sold. Strip each end an inch long, then fold each end in half so that it's a half inch long and twice as thick.
Step 3: Pull off the foglamp and ACC relays pictured below:
Step 4: Take the wire and plug it into the foglamp relay plug that the purple wire was connected to. Take the other end of the wire and plug it into the same plug in the ACC relay. From the front of your car, this will be the bottom left plug on each relay, pictured below:
Step 5: Replace the relays into their respective plugs. This is the only hard part about this mod, since the wire likes to become unplugged while trying to cram the relay over it.
Assuming the wire didn't come loose while plugging the relays back in, you should now be able to turn your foglights on independent of the headlight switch, but only when your ignition is turned to "ON". If the ignition is in any other position, the fogs won't turn on.

If you don't want to run a wire all ghetto like I did, you can go underneath the relay harness, snip the purple wire, and attach the new wire to the cut wire going into the relay, then splice the other end into the wire connected to the ACC relay plug indicated above. Same exact effect without crimping a wire into the actual relay, but you have to take off your radiator reservoir and the harness itself to do it.
Edit: Discovered at today's BBQ that they only turn on with the key on "ON", not "ACC".

Just did this.
If you just snip and bridge, it'd take 5mins at max. I took off the 2 side bolts, pulled the fuse panel up a little, and pulled the purple wire outta the bottom so I could tape it up, then shove it back into the bottom of the panel housing, so it took me around 10mins.
Best write up yet. I finally did the infamous "fog-light mod".

Weird, I thought my response went through...
With this mod, basically any time the radio has power, so does your fog lights. The switch still works so you can turn them on and off, but when you turn the car off, the foglights don't have power.

Actually, this is the reason I did this mod. I wouldn't remember to turn them off and I've heard a lot of spec owners who feel the same way and didn't want to do it. Now, it doesn't matter since they shut off when the car is turned off. And that's awesome because I haven't shut my foglights off since I did the mod.

I just did this.
I didn't even tape up the cut purple wire. Since the whole housing is plastic, no need to worry for me.
But this works flawlessly. Great write up!

so u dont plug the purple wire back in? u just pull it out of the housing and then take ur 18" wire, plug it into the housing and run it to the ACC?

Now if only I had the time/patience/etc to figure out how to make my headlights/parking lights turn off when I turn the car off....
My Celica did that, and it's annoying that these damned lights stay on...

You don't actually pull the purple wire out of the housing. I haven't checked the back of it to see if that's even possible. I just cut the purple wire and linked the 18g wire from the ACC relay into the plug the purple wire connects to.

Have you tried turning them off?
Seriously, I've never heard of a Spec who's headlights are on at any time unless they've been turned on, with the exception of Canadian Specs because of the DRL law.

I just saw this. I thought you were talking about the other foglight mod that lets you turn them on and off whenever.
The only reason I can think that yours don't shut off when the car shuts off is because of a change in relays between 03 and whatever year your car is? If you did this mod right, they should be turning off.
What year is your car? I'm gonna research this when I get home from work tonight.

looks like he has a 04+ I just did this mod on my 04 a few days ago while waiting on the red locktite to dry on my butterfly screws...
Cut purple wire on fog relay, run wire from relay to relay where the purple wire once was connected, the the same location on the acc relay. Very simple. Turns on when key is in "On" position.. turns off when key is turned to "Acc".

Seriously, I've never heard of a Spec who's headlights are on at any time unless they've been turned on, with the exception of Canadian Specs because of the DRL law.
I mean for the headlights to turn off when I turn the car off, if they are on. Meaning: headlights/parking lights on, car on. Turn car off, headlights/parking lights go off, even if switched to the "ON" position on the stalk...

With this mod will the fog lights go off when you turn the fog light off via the light switch or will they go off only when you turn the car off?

This mod makes it so the fog lights can ONLY be turned on (via the fob light switch) if the key is in the ON position.

to answer directly what you're asking:
Yes, the foglights will go off when you turn the fog lights off via the light switch. However, they will ALSO go off when you turn the car off. The car must be on in order for the foglights to be on.
I know it's not as cool as those pictures in the other foglight mod thread, but here's a list of what happens in what positions:
Key OFF:

Ooooooooooohhhhhhhhhhh... no. 
That's simply not possible, since there's no relay between the headlight switch and the battery. You could buy a relay and put it into one of the blanks in the harness, then rewire the headlight switch through it, though...

just did this on my canadian model 03 spec.
reason i say canadian, is because its mandatory that we have DTRL's(day time running lights), so that mean that i will ALWAYS have my headlights on, but the DTRL's are just a very low beam.
But anyways, when i did this my fogs only turn on in the "ON" position, and not in the "ACC" position.
All i can say is this works great and is so simple. Soon im going to be making it so i can turn off the DTRL's and have only fogs on.
Heres some pics of what I did to make this easier.
You can add them to ur how too if u want, so ppl can see exactially what its suppose to look like.
Because it was hard to push down the plug with the wire in there, i just drilled a small hole so i can thread the wire through the side. Now i can lock the plug inplace easily.

Damn that's clean. I may have to redo this on my own now.
By the way, I was actually hoping for "only on when in the "ON" position" instead of ACC also, because I don't want them on when the car itself isn't running, so I can listen to the radio without worrying about draining the battery if I forget to turn my fogs off (which I'll probably do). Maybe I should've bought a Canadian spec...

I always drive with my lights on, EVERYWHERE. It is a habit and I never forget to turn off my lights. I bet when I get back to the states and drive my car, Im gonna have a dead battery soon afterwards.

I discovered at today's BBQ that they only turn on with the key in the "ON" position, like others have mentioned. I could've sworn when I did this that they were on with the key in "ACC", but I did it at 6am before going to work so I could've been far too tired to notice.

This is actually not possible. There is no additional draw on the ACC relay. Instead, the signal wire to close the relay is now being used to also close the foglamp relay. This signal wire does not draw much power. I haven't got the voltmeter on it yet, but if they're anything like the relays I use at work, they're only using about 2v and a handful of milliamps.

does anyone know which wire it is for the 06's? I tried and only one fog lamp worked constantly. I could just use a multimeter but I'm feeling lazy

It should be the exact same on the 06s cuz I know it works for the 04's, which is what I have, and I know it works for an 02, cuz I did this to my buddy's car. But I did to it my way to both cars, This way, i would assume is the same, but the power is routed differently, so Im not sure.

Yes. When the key is turned to "ON", you can turn your foglights on with the switch on the turn signal stick. If the key isn't turned to "ON", your foglights are off. A very simple mod that won't kill your battery if you forget to turn the fogs off.

Ok already I will try this if I see a reply to this question. I will be doing this mod under neath to clean things up a bit. I don't want to do this and then find out I have to remove the relay panel again to do what I really want to do, (more light when in high beam mode).
What I am looking for is info on how to get the low beams to stay on when switching to high beam...any thoughts...
