dumb questions
I saw on used Victoria a 2004 specv and the guy that owns it says that its chipped at a dealership, and I'm not sure but I'm not aware of any chip for the car the at a dealership and i'm wondering if this is true or not
if it's worth doing it's worth over doing

nope, no chip for these cars. find out what's actually done to it.
