P0171 (bank 1 too lean)

i need help guys i have an 03 Spec v
for like the past month i have been having issues im running The Turbonetics Kit
it seem to not be giving me full power at high RPM's my boost gauge is giving me 8.5 Lbs at full throtle
the motor itself sounds like its struggleling it gave me this code last nite P0171 (bank 1 to lean)
what does this mean ???
ive cleaned my MAF
Changed Fuel Pump
Checked All vacum and i.p no leaks
nneedddd heelppp has anyone have this problem??

my wide band is reading normal wideband isn't reading lean
ses light is telling me Lean Bank 1 ??
i have the 2003 the unichip is for the 04 and up mine is a straight reflash

i have a AEM Uego it is Difital the ratio is 14.8 to 15.2 at idle
at full throttle its 11.2
