i guess they have to provide all the flashes for all the service bulletins available to dealerships to normal repair shops by law, and you can use an inexpensive piece of passthrough obd2 "J2534-1" hardware to perform these.

oh well i guess it's like 20 bucks per flash... lame, maybe i'll get a few, see if i can rack my brain over it. anybody got a spare ecu laying around that i can hook up on a bench and pr0d and poke however the hell i please ?

justin has my b16 ecu. it didnt work at one point but it coulda just needed a flash, dunno.

SAE Standard J2008: Service Information availability
the EPA established regulations which require that all information must be made available to any person engaged in the repair of the vehicle. it requires that no such repair information may be withheld from any repair technician. and they must sell it at the same price as to a dealership.
and if the say no take it to them cuz they can get fined 10k for not giving the info
the vehicle manufacturer must furnish all information and includes but is not limited to:

Vehicle Recalls
Engine Control Emissions Data Stream
Bi-Directional control
Training information
