A rubbing noise when you turn is on almost every B16, springs or not.

that's a wear and tear item though.  I wouldn't blame nissan exactly, i checked mine not too long ago and it still looks very good.
as far as the nosies you're hearing that was an issue a lot of ppl were having even completely stock.  I don't know what they're gonna say since you have springs on now though.

get a company to make a protype of the belt but never release it smiley-clapping . j/k i tried like 5 times for the steering column they never hear it so i gave up
