need some help on af while tuning

last night i was driving the car and tuning the car but we were having a problem. We were tuning it to 12 under wot. Heres the situation. When we were under wot it was reading 10 but once i shifted and kept wot it would go to 12. anyone ever experience that? my 02's are unplugged while we were tuning too. help me out.

if your going to keep the 02s then leave them pluged up while tuning.. what are your mods? are you FI?

then you have meth right? otherwise you should be tuning for around 11.6
