SAFC 2 bad MAF readings PLEASE HELP

I've had my SAFC 2 installed for a while now and i havent payed this problem much attention, but im planning to tune it soon so i want to fix it first. The problem is that the safc 2 monitor never shows more than 50 percent on the airflow monitor. i did the install and setup by following the how to's on this forum and by having the car's service manual for the ecu pins. I've had the setting for the sensor no. at 18-18 and 1in 1out and it never read past 30-somthen percent. i just went outside and changed it to 24-24 and left it at 1in 1out, went out for a drive and i got it to go to 49.1 percent. I have hooked up a scan tool and looked at the maf readings on the scan tool and it was fine on the scan tool. It does read 100 percent throttle and all the other readings are fine. all connections were soltered (im not sured thats spelled right). Oh yea its a 03 Spec v. Anyone have any ideas what it could be?  thanx.

Mine never showed over 25% when I was N/A at 7200 feet in elevation. 

It's basically an arbitrary number really...  you shouldn't see 100%
